There's a new method to unlock the Service Carbine in GTA 5 Online, all you have to do is start at location 1 of the Crime Location in the map below. Once you've reached there, join a Public Session (Not invite only) and fly through location 1 - 6 (You can skip 4 if you want), this will give you 50% - 60% chance to find the Crime Scene, because the cooldown timer for the crime scene might have already being reset by the Lobby Host! Plus, you don't have to fly across the entire map and just cover the city area and you don't have to wait the cooldown timer for the service carbine.
